2799 with reference to my confidential despatch of the

16th June, I have the honour to transmit copy of a letter which

I have received from the Governor of Macao, who has but lately

assumed the Government in succession to M. Sanches de Miranda,

on the subject of the conditions under which the Government of

India proposes that opium for the use of the Macao Opium Farm

should be exported from India, together with copy of my reply

to M. Carlos da Maia.

The procedure under Condition 3 might perhaps be

simplified by providing that the Customs Certificates should be

produced to the Governor of Hongkong who could telegraph the information to the Goverment of India. But it is not likely

that the provisions of Article V of the Anglo-Portuguese Agree-

ment will be called into operation because I learn from a telegram, copy enclosed, received on the 12th instant from His Britannic Majesty's Minister at Mexico that the Government of that country is about to legislate to prohibit the import of

opium except for medicinal purposes.

I may explain that I have been in communication

with the Minister on the subject of what regulations exist in

Mexico with regard to the import of opium for the reason that I

was unwilling to allow any sale of prepared opium for export to
